Project Fact Sheet 01/2012: Improvement the municipal services in two Tehsils (subdivisions) of district Lower Dir, through community involvement, public oversight and capacity building of TMA.

Project Description The overall objective of the project was to help improve the municipal services in two Tehsils (subdivisions) of district Lower Dir, through community involvement, public oversight and capacity building of TMA.

After the promulgation of the Local Government Ordinance (LGO) of 2001, the heavy responsibility of municipal service delivery was entrusted to a newly established entity, the TMA. TMAs were lacking the capacity for efficient service delivery. Therefore, USAID, Citizens Voice Project (CVP) was launched to fill the gap between service delivery and public needs.

Four outputs contributed to achieve the goal of the project:

  1. Capacity of 60% TMA staff and District Municipal Services Support and Accountability Network (DMSAN) enhanced to improve the quality of water and sanitation services of two TMAs i.e. Timergara Urban and Adenzai Lower Dir till March 2014.
  2. Citizens’ involvement ensured in TMA’s water and sanitation services through consultative dialogues, placing two effective complaint tracking systems and formation and capacity building of four Municipal Services Support Committees (MSCs) at two TMAs,
  3. 20% improvement made in social accountability, adaptability and citizens’ oversight through establishment of citizens’ scorecards mechanism at Timergara Urban and Adenzai Lower Dir till March 2014.

 

  1. Mobilization and engagement of a wide range of stakeholders, i.e. women, men, boys, girls, teachers, Trained Birth Attendent (TBA) and Lady Health Workers (LHW) etc. through capacity building to advocate with TMAs, and awareness sessions about hand-washing, household water treatment methods and solid waste management that improve 5% key evidence-based hygiene behaviors at the household and community levels

Main Objectives

  1. Strengthening of TMA's water and sanitation services through capacity building, advocacy, linkage-building and by institutionalization coordination mechanisms at district level till March 2014.
    1. Capacity building trainings/workshops of TMA staff conducted
    2. District Municipal Services Support and Accountability Network (DMSAN) established.
    3. Quarterly meetings of DMSAN conducted regularly

  2. Improvement of citizens’ involvement in TMA's water and sanitation services through enhancement of effective complaint tracking system and formation of municipal services support committees at two TMAs, i.e. Timergara Urban and Adenzai Lower Dir till March 2014.  
  3. Two complaint tracking systems were established i.e. one Timergara and one in Adenzai
  4. Improvement of social accountability, adaptability and citizens’ oversight through establishment of citizens’ scorecards mechanism at two TMAs i.e. Timergara Urban and Adenzai Lower Dir till March 2014.

Activities:

  1. Three citizens score cards conducted i.e. pre-project, mid-term and post-project.

    1. Health and Hygiene sessions arranged for community member, TBAs and teachers.
